    There is one simple point that may help you narrow your search. Scooters of 50cc and lower are in NYS considered limited use bikes and do not for the most part require that you to get a motorcycle qualification on your driver’s license. But their use is limited, they are not allowed on highways or limited use roadways. The top speeds for these bikes is 30mph.

    150cc and above scooters do require that you have a motorcycle qualification, but you have the freedom to ride where you please.
